National Dialogue: Paul Biya approves important law

it was recommended that more effective decentralization be put in place

The African Charter of Values ​​and Principles of Decentralization has been ratified by decree by the Cameroonian Head of State, Paul Biya. The charter provides that decentralization and local governance must be implemented with respect for equity, equality, respect for human rights and tolerance. Such a provision was first introduced by the Constitution of 18 January 1996 before being adopted in June 2014 in Malabo, Equatorial Guinea. 

The resistance of the administration, cause of the secessionist crisis? 

In September 2019, the association Communes and United Cities of Cameroon (CVUC), which brings together the heads of municipal executives, denounced the resistance of central governments in its process. According to some specialists, these points elucidated by the association CVUC are one of the causes of the secessionist crisis in the English-speaking regions of North-West and South-West. 

The recommendations of the grand national dialogue

Recall that during the Grand National Dialogue held from September 30 to October 4, the issue had been discussed several times, with the aim of providing a political response to the armed crisis in the English-speaking region. At the end, it was recommended that more effective decentralization, the granting of a special status to the English-speaking areas, the effective establishment of the regions as provided for in the Basic Law, and the elimination of the position of government delegate in force in large cities. 

Decentralized territorial communities received 91.4 billion FCFA in 2019

In fiscal year 2019, the volume of public investment resources transferred to decentralized territorial communities reached 91.4 billion FCfa, an increase of 53.4% ​​compared to the 2018 fiscal year, according to several government sources.
