Socio-political crisis: the contemptuous silence of Paul Biya


Paul Biya has recently signed a decree establishing, organizing and running the local organizing committee of the African Nations Championship (Chan 2020) that CAF has given us as a consolation, and the African Cup of Nations (Cocan 2021).It would, at the same time, requested the Special Criminal Court (TCS) to investigate the management of funds allocated in 2019 Cocan established by Decree of 11 August 2017.

If the rumor is confirmed - Mr. Ngoh Ngoh would not give instructions to investigate himself - this would be an indicator that despite all the inferences drawn from the pictures showing him lost or finished at the May 20 feast, the lion man is still in business.

But then, he would give reason by his silence to those who think he does not like Cameroonians, and he believes much less in Cameroon than in Switzerland as a homeland. How else to explain that he does not see the number of Cameroonians who perished (more than 3,000) and continue to die or suffer in exile or in the forests of the North-West and South-West, in a war with random justifications ?

How else to explain that he observes as a mere spectator, the cruel enjoyment with which his collaborators arrest, torture and arbitrarily imprison hundreds of Cameroonians because they democratically expressed their political disagreement? It was he who said that during his reign, one does not need to go to the maquis to express his opinion.
How can he explain that he allows the country to be militarized in the aftermath of an election of which he is declared the winner, to prevent his opponents from contesting his victory with his bare hands? Whatever his culture, the President knows that in dialectic, strength is always the argument of the weak. Does he want to convince Cameroonians that 14% have more power than 71%, or is he even looking for the "strength of experience" to end his reign in monolithism?

Why he was unable, or unwilling to look Cameroonians in the face and tell them what forgiveness, reconciliation of what he speaks, and between whom and when collaborators, consciously and deliberately, and arrogance have impoverished the people for three decades, by a systematic plunder, systemic see of its resources, with impunity barely punctuated by a few spectacular and vengeful arrests?

And if he is really open to dialogue, to a dialogue that is not monologue, which is inclusive, why not announce it himself to the people, before instructing his PM to implement it? Is not it that he had the ideal opportunity on the occasion of May 20? Does he have such contempt for his people that he can only talk to him through such an impersonal tool as the tweeter?Unless he is, with age, become the hostage of people who programmed his physical or political death, to inherit the nepotistic predatory system that he has methodically built for 37 years now.

If he is still in command of this country, and anxious to leave him in peace, if he still remembers his commitment to remain in history as the one "who brought democracy to his country", he must to know that the whole socio-political and economic crisis that is shaking Cameroon today is caused by the neglect of this commitment, or the delay in its realization. What was the point of such a long delay, so that 37 years later the country would fall short of square one, with a stalled democratic process, a sluggish economy and servitude, a social fabric almost flaps, and an endemic, impoverished population?

Gregory Owona (SGA of the CPDM) says that "the President has inherited a united country, and he does not want to see it parceled out". Does he allude to the threat of secession, or to the ethnic cutting of the country, whose 2018 presidential election has revealed the eminent danger to the nation?

Both are the work of the CPDM, whose ministers, in the first case, went in 2016, telling Anglophone lawyers and teachers in socio-cultural and legal-political claims, that "Anglophones do not have problems "and they responded with brutal repression accompanied by arbitrary arrests of their social leaders, giving what is nevertheless still a handful of separatists, the opportunity to present themselves as" remedy for these people.. marginalized ".

It is still the CPDM government that has instituted the system of "power-manger" that wants state resources to be a cake to be shared between its agents (nominated or elected, so-called), and that " inner and outer elites "are fabricated in each ethnic group, for the purpose of guaranteeing by corruption the eternal occupation of power.

This is perhaps what political scientists have termed "ethno-political patronage" or "state tribalism", which translates into the fact that the one who comes to power makes it the apparent property of his ethnicity, and recruits brothers and sisters, friends, sympathizers or objective allies from other ethnic backgrounds to form the bedrock of his autocracy.
Therefore due respect to Grégoire Owona, Biya, who is the all-powerful founder and president of the CPDM must know that this is not only secession but also, and especially ethnicizing (theoretical and practical) of power introduced into the Cameroonian political system by his party, which threatens to "fragment" this united country which he has inherited.

It must be said that if such a calamity became reality, it would be responsible to history. Clearly, it would no longer be remembered by history as "demoralizing", but rather as the gravedigger of Cameroon. Those who lift his tired arms to greet the Cameroonians, or make him go around in circles, literally and figuratively, may think of it as his design.

Does he realize that? If yes, we can think that there is still time for him to really change course; and that is what socio-political leaders, academics, civil society, Cameroonian political parties for the past three years, and now the international community, have been urging, while his "intimate enemies" speak of foreign interference ... as if the IMF which governs our monetary economy was not foreign. If not, it would be a further indication that he is not interested in the Cameroonian people, but only in power, and for particular purposes.

On March 22, 1985, in Bamenda, Paul Biya proclaimed that "democratization is one of the fundamental and specific options of national renewal ...". That "people can not fully enjoy the fruits of prosperity except where freedom and democracy are exercised ...". And that the latter (freedom and democracy) "can survive only if exists, order, peace and justice".

In the balance sheet of this commitment, 33 years later, we find: zero prosperity to taste; only the right to insult, praise or criticize the President in place of FREEDOM; only the "governing democracy" without the participation of the people; zero peace; zero justice; nothing but order by all arms, to protect the predation of the regime of which he would be supposedly hostage.

The question I would ask Mr. Biya if we were face to face would be to know if at the twilight of his life and his long reign, he can see without being wrong - one does not say "without lying" to a big - that we are in the "new Cameroon, democratic, just and conducive to the development of all, in unity, peace and harmony" that he promised us during his first election campaign on December 31, 1984? The one I would not ask him, because the answer is already known, is whether he believes that we can find at least one Cameroonian as intelligent and strong in politics as him.
