René Sadi accused Human Rights Watch of supporting armed gangs


The government denounces the accusations made by the NGO Human Rights Watch on the Cameroon Defense Forces.

The Cameroonian government reaffirms that "in their fight against the destabilizing gangs in the North-West and South-West regions, the national defense and security forces are perfectly in their paramount role, that of ensuring protection of the nation and the people in respect of republican values ​​against outlaws who kill without mercy and sow terror and desolation".

René Emmanuel SADI the Minister of Communication gave a press briefing this Tuesday 02 April 2019 in Yaoundé. He firmly rejected the accusations made against the Cameroonian defense and security forces by the international NGO Human Rights Watch in the fight against the secessionist armed gangs.

In the global report of the NGO Human Right Watch, 2019 edition, national and security forces are accused of "exaction and other serious human rights abuses against civilian targets". The same report also mentions "extrajudicial execution of excessive use of force against civilians, torture and captured terrorism, house fires and other property belonging to the population". In urging the defense forces to continue to carry out their noble mission with discernment, professionalism, self-sacrifice and accountability, the government denounces a systematic tendency of some humanitarian organizations to discredit the public authorities.

STATEMENT BY THE GOVERNMENT OF CAMEROON ON THE SITUATION IN THE NORTHWEST AND SOUTHWEST REGIONS FOLLOWING THE ALLEGATIONS CONTAINED IN THE 2019 REPORT OF THE INTERNATIONAL NGO HUMAN RIGHTS WATCH

Ladies and Gentlemen;

In the 2019 edition of its global report, the international NGO Human Rights Watch once again, under the title "Cameroon, Events of 2018", violently attacked the Cameroonian Defense and Security Forces, in the their struggle against the armed bands of secessionists in the North-West and South-West Regions. The National Defense and Security Forces are indeed accused of "abuses and other serious human rights abuses directed against civilian targets. The report also mentions "extrajudicial executions, excessive use of force against civilians, torture of captured terrorists and burning of houses and other property belonging to the people."

By denouncing, at first glance, a systematic tendency of certain humanitarian organizations to discredit the public authorities, the Cameroonian Government categorically rejects these accusations, which are blatantly brought against the Republican Forces, engaged in a fight for the preservation of the territorial integrity of the State and the protection of persons and property in the North-West and South-West Regions, in accordance with their sovereign obligations, in strict compliance with international conventions on human rights, and fully aware of their responsibility. Obviously, in the presentation she made of the situation on the ground, the NGO Human Rights Watch betrays as a bias in favor of the armed gangs, relativizing or even diminishing the responsibility of these groups in the atrocities perpetrated. in the North West and South West Regions.

The Government considers, in fact, that it is absolutely inconsistent and even unhealthy, to want to put on an equal footing or to lodge on the same side, on the one hand, those who, embodying the public power, make legitimate use, thoughtful and measured force, and on the other, outlaws, who illegally use force for destructive, malicious and harmful purposes. For, it is undeniable that the most atrocious atrocities, intimidations, kidnappings of innocent citizens, fires of infrastructures, especially of hospitals, such as the recent one of Muyuka, the threats of any nature which impose the dead cities, the The closure of many schools, with all the damage imaginable on the schooling of children, is not, and can not be done by the Cameroonian Defense and Security Forces, but, indeed, the fact of armed gangs without faith or law and in utter perdition. Moreover, the operations of the Defense and Security Forces in the North-West and South-West regions, mainly target the encampments and other hiding places of the secessionist armed bands who have taken peaceful populations hostage.

In these circumstances, the Government believes that common sense, logic, sense of responsibility, and collective conscience demand that these outlaws and their heinous acts be condemned without reserve, at the same time as they command, at the very least, to praise the action of the public authorities, and particularly that of our Defense Forces, even if it is necessary to exhort them to continue to carry out their noble mission with discernment, professionalism, self-sacrifice and responsibility, especially since many, in doing so, have paid with their lives.

The Government reaffirms that, in their fight against the destabilizing bands in the North-West and South-West Regions, the National Defense and Security Forces are perfectly in their sovereign role, that of providing protection of the Nation and the people, in the respect of republican values, in the face of outlaws who kill without pity and sow terror and desolation. What is more, our Forces are illustrated significantly and without counting, by many civilomilitary actions, in particular, at the socio-economic level, for the benefit of the populations concerned.

Actions that will also intensify with the ongoing implementation of the Humanitarian Emergency Plan decided by the Head of State, His Excellency Paul BIYA. Also, the Government wishes to point out that the security situation in the North-West and South-West regions is not in the process of deterioration, but, on the contrary, in a phase of gradual resumption by the Forces. Defense and Security.

The Government therefore calls once again for the seriousness, objectivity and sense of responsibility of our humanitarian partners, whether Human Rights Watch or others, in their assessment of the facts and our realities, but more, for a better understanding and a judicious taking into account of our stakes of the moment, as well as of our fundamental imperatives of unity, peace and social cohesion, if they intend to remain credible in our eyes and preserve their relations with Cameroon.

As far as it is concerned, the Government will continue to work resolutely and determinedly for a definitive return to peace in the North-West and South-West Regions, while promoting the virtues of dialogue and tolerance. and forgiveness, as evidenced, moreover, the multiple measures of appeasement, absolution and direct involvement of the people in the management of affairs concerning them, constantly taken by the President of the Republic, His Excellency Paul BIYA .
